Regulated · moderate intensityhigh confidence

Short-term rentals here operate under a registration or permit system with ongoing operating rules.

  • STR-specific business license endorsement required prior to operation, tied to the owner and non-transferable on sale
  • Mandatory Building Official inspection, IRC/IPSC safety compliance, and annual renewal with Affidavit of Conformance
  • Whole-home STR permitted by-right in single-family, duplex, ADU, tiny-home, townhouse, and manufactured-home dwellings; no owner-occupancy/host-present requirement
  • Only buildings with 3+ dwelling units are excluded (change-of-use trigger), not a residential-zone or supply-side foreclosure
  • Occupancy cap of 10 people and off-street parking requirement are operational, not supply-foreclosing

Based on: PCC Chapter 17.109 (Short-Term Rentals), enacted by Ord. 25-08 §1 (2025), effective June 1, 2025

Summary of the rule

Business License Endorsement. A business license must be applied for prior to using the property as a STR. Endorsements are specific to the owner of the dwelling unit. When the holder of an endorsement sells or transfers the property, the new owner must obtain an endorsement before using the dwelling unit as a STR.

City Watch tracks changes from public sources — council agendas, state bills, local news — not a complete legal compendium.

A city permit is not the whole picture — HOA, condominium, deed, or lease rules may be stricter.

City Watch provides good-faith summaries of publicly available information as of the review date shown. Rules, enforcement, and permit availability can change, and summaries may contain errors or omissions. Ratings describe the general regulatory environment; they do not establish whether a particular property or stay is permitted. This is general information, not legal advice. Before buying, listing, or hosting, verify applicable requirements with the responsible authorities and review any HOA, condominium, deed, or lease restrictions.
