Rules here limit which homes may operate as short-term rentals, how many, where, or for how many nights a year.

  • residential-zone exclusion: rentals under 30 days prohibited in R-1, R-2, R-3 residential zones
  • whole-home STR foreclosed in ordinary residential zones by the Title 18 use table
  • STR allowed only in Council-approved development-agreement areas (discretionary)
  • STR business license required under Chapter 5.26

Based on: Heber City Municipal Code Chapter 5.26 (Short Term Rentals) + Title 18 Zoning §18.52.030 (Residential Zones use table)

Summary of the rule

Heber City Zoning Code §18.52.030 (Residential Zones — Table of Land Use Regulations), codified verbatim: for zones R-1, R-2 and R-3 the row 'Single family detached dwellings and on-site resident accessory structures' is marked 'P | P | P' with the limitation column reading: 'Structures include: garages and carports, greenhouses, swimming pools, pergolas/arbors, and fences, walls and hedges as regulated by Section 18.68.120. Rentals for less than 30 days are prohibited.' The table legend states 'Blank means prohibited' and subsection B: 'If a use is not specifically designated below, then it is prohibited.' No STR/nightly-rental use is designated permitted in R-1/R-2/R-3. Read with §5.26.040.1 ('STRs are only permitted within Detached Single Family Dwellings, except in areas with development agreements specifically approved for such by the City Council'), whole-home STR is foreclosed in the ordinary residential zones and available only via a discretionary Council-approved development agreement.

City Watch tracks changes from public sources — council agendas, state bills, local news — not a complete legal compendium.

A city permit is not the whole picture — HOA, condominium, deed, or lease rules may be stricter.

City Watch provides good-faith summaries of publicly available information as of the review date shown. Rules, enforcement, and permit availability can change, and summaries may contain errors or omissions. Ratings describe the general regulatory environment; they do not establish whether a particular property or stay is permitted. This is general information, not legal advice. Before buying, listing, or hosting, verify applicable requirements with the responsible authorities and review any HOA, condominium, deed, or lease restrictions.
