Short-term rental rules in Bandera, TX
How Bandera regulates short-term rentals: the rules that apply, their sources, and pending changes.
Short-term rentals here are subject to registration, a lodging tax, or a small number of operating rules.
- No STR-specific ordinance anywhere in the code (Chapters 1-14) — no licensing or registration article and no zoning use restriction
- City itself levies a 3% Hotel Occupancy Tax reaching STR stays (Code of Ordinances § 11.04.002)
- Hotel Occupancy Tax definition is broad — includes 'tourist homes,' 'lodging houses,' and 'apartments not occupied by permanent residents' with no room-count floor, so it reaches whole-home rentals
- Place Type (form-based) zoning code does not list or restrict short-term rental as a use in any of the six place types (P1-P6)
Based on: City of Bandera Code of Ordinances, Chapter 11, Article 11.04 (Hotel Occupancy Tax), §§ 11.04.001-.007; codified via

City Watch tracks changes from public sources — council agendas, state bills, local news — not a complete legal compendium.
A city permit is not the whole picture — HOA, condominium, deed, or lease rules may be stricter.
City Watch provides good-faith summaries of publicly available information as of the review date shown. Rules, enforcement, and permit availability can change, and summaries may contain errors or omissions. Ratings describe the general regulatory environment; they do not establish whether a particular property or stay is permitted. This is general information, not legal advice. Before buying, listing, or hosting, verify applicable requirements with the responsible authorities and review any HOA, condominium, deed, or lease restrictions.
