Restrictivehigh confidence

Rules here limit which homes may operate as short-term rentals, how many, where, or for how many nights a year.

  • residential-zone exclusion: nightly vacation rentals permitted only in Commercial zones
  • STR use foreclosed by-right in all R (residential) divisions
  • ADUs expressly barred from short-term (nightly) rental
  • no citywide numeric cap or per-owner limit

Based on: Zoning Code of the City of Hill City, South Dakota — Title 9 (Zoning & Subdivision Regulations), Section 501

Summary of the rule

§501 'Residential Zones Defined' lists permitted uses (single-family dwellings, townhomes/twinhomes, public/governmental uses, etc.) and conditional uses (two-family, multiple-unit, condominiums, ADU & Park Model Homes, public utilities, daycare, camping, office buildings, 'and all other uses not specifically permitted') for R Divisions 1–4. Vacation rentals / nightly rentals / short-term rentals are NOT enumerated as permitted or conditional uses in any residential division — STR is not a by-right residential use.

City Watch tracks changes from public sources — council agendas, state bills, local news — not a complete legal compendium.

A city permit is not the whole picture — HOA, condominium, deed, or lease rules may be stricter.

City Watch provides good-faith summaries of publicly available information as of the review date shown. Rules, enforcement, and permit availability can change, and summaries may contain errors or omissions. Ratings describe the general regulatory environment; they do not establish whether a particular property or stay is permitted. This is general information, not legal advice. Before buying, listing, or hosting, verify applicable requirements with the responsible authorities and review any HOA, condominium, deed, or lease restrictions.
