Summary of the rule
City of Long Beach Code of Ordinances (Supplement 87, current 2026-04-07), Appendix A Zoning: the Residence A/B/C districts (Sec. 9-105.x) each provide 'no building or premises shall be erected or altered, used or maintained, which is intended or designed to be used in whole or in part for other than one or more of the following specified uses,' then list only one-/two-family detached dwellings, public/utility, recreation, place of worship, and customary accessory uses. Transient rental / hotel / rooming house is NOT among the specified uses -> excluded from residential zones (ban by omission). 'Hotels' appear only in business/commercial district provisions. The 'Family' definition (Sec. 9-102) requires related persons or <=2 unrelated persons living and cooking together -> transient guests do not qualify. This enacted zoning exclusion forecloses whole-home STR in residential zones = Restrictive. (The express STR-ban codifying ordinance was tabled Aug 2024, but the operative exclusion pre-exists in the enacted zoning.)

City Watch tracks changes from public sources — council agendas, state bills, local news — not a complete legal compendium.
A city permit is not the whole picture — HOA, condominium, deed, or lease rules may be stricter.
City Watch provides good-faith summaries of publicly available information as of the review date shown. Rules, enforcement, and permit availability can change, and summaries may contain errors or omissions. Ratings describe the general regulatory environment; they do not establish whether a particular property or stay is permitted. This is general information, not legal advice. Before buying, listing, or hosting, verify applicable requirements with the responsible authorities and review any HOA, condominium, deed, or lease restrictions.
