Short-term rental rules in Swansboro, NC
How Swansboro regulates short-term rentals: the rules that apply, their sources, and pending changes.
Short-term rentals here are subject to registration, a lodging tax, or a small number of operating rules.
- UDO §152.179 Table of Permitted/Special Uses (official amlegal-hosted PDF) lists 'Dwelling, single-family' as a Permitted use by right (P) in every residential district (RA, R6, R6SF, R8SF, R10SF, R15SF, R20SF, R40SF, PUDb, MHS, MHS-15SF, MHS-Oc). There is NO short-term-rental, vacation-rental, tourist-home, rooming-house, or transient-use row anywhere in the 25-page table, and NO transient/STR exclusion from residential districts.
- Under the NC/Schroeder lens, whole-home short-term rental of a residential dwelling is a residential use — here it is covered by the permitted 'Dwelling, single-family' use, permitted townwide in the residential districts. No STR-specific registration/permit/cap/minimum-stay exists in the code.
- Secondary STR aggregator pages (awning) assert Swansboro 'requires registration + rental permit + guest/day caps,' but this is unsourced boilerplate that repeats verbatim across many NC towns and is NOT reflected in the primary UDO; under the NC/Schroeder lens a registration/cap is not counted as a supply device absent an upheld ordinance, and none exists here.

A city permit is not the whole picture — HOA, condominium, deed, or lease rules may be stricter.
City Watch provides good-faith summaries of publicly available information as of the review date shown. Rules, enforcement, and permit availability can change, and summaries may contain errors or omissions. Ratings describe the general regulatory environment; they do not establish whether a particular property or stay is permitted. This is general information, not legal advice.
