Regulated · moderate intensityhigh confidence

Short-term rentals here operate under a registration or permit system with ongoing operating rules.

  • Post-2011 municipal STR-specific registration program: Code of Ordinances Ch. 8 (Licenses & Business Regulations) §8.13 'Registration of Short-Term Vacation Rentals', enacted by Ord. No. 2181, §3, 4-22-2025 — registration, fee, renewals, written-agreement standards, occupancy standards, grandfathering of pre-existing applications.
  • program expressly permits STRs (single-family dwelling units) in residential neighborhoods subject to registration — i.e. no residential exclusion / supply device
  • no pre-2011 grandfathered MUNICIPAL supply device found for the incorporated city (Okaloosa Island B-1 transient-rental prohibition is a private/county protective covenant on UNINCORPORATED Okaloosa Island, not a City of Fort Walton Beach zoning device)
  • state DBPR vacation-rental license (triggered by the §509.013(4) transient test) + Okaloosa County tourist-development tax apply (general/process)

Based on: City of Fort Walton Beach Code of Ordinances, Chapter 8 (Licenses & Business Regulations), Article 8.13 'Registration

Summary of the rule

Florida DBPR vacation-rental license is required when a dwelling meets the §509.013(4) transient public lodging test — rented to guests more than three times in a calendar year for periods of less than 30 consecutive days, OR advertised/held out as regularly rented for periods under 30 days — subject to the statutory exclusions in §509.013; vacation-rental classification is defined in §509.242. This is a frequency/holding-out test, NOT a flat 'any rental under six months' threshold (that is the §212.03 sales-tax duration rule, a separate PROCESS matter). General/process, does not move the rating.

City Watch tracks changes from public sources — council agendas, state bills, local news — not a complete legal compendium.

A city permit is not the whole picture — HOA, condominium, deed, or lease rules may be stricter.

City Watch provides good-faith summaries of publicly available information as of the review date shown. Rules, enforcement, and permit availability can change, and summaries may contain errors or omissions. Ratings describe the general regulatory environment; they do not establish whether a particular property or stay is permitted. This is general information, not legal advice. Before buying, listing, or hosting, verify applicable requirements with the responsible authorities and review any HOA, condominium, deed, or lease restrictions.
