Summary of the rule

Oceanside City Code § 24.6(c): 'Non-hosted short-term rentals located in any residential zoning district outside of the Coastal Zone are prohibited. A short-term rental permit issued for a property outside the Coastal Zone prior to the effective date of this section shall not be renewed after the property is transferred to a new owner.' § 24.6(d): 'Non-hosted short-term rentals located in any residential zoning district within the Coastal Zone are prohibited,' except (d)(1) west of Coast Highway other than R-1 'subject to a maximum of 480 non-hosted short-term rental permits' and (d)(2) 'Non-hosted short-term rentals in the R-1 zone are prohibited.' A non-hosted STR (§ 24.2) is one where the owner does not occupy the dwelling as a principal residence / does not remain on-site — the absentee whole-home operator, foreclosed from residential zones. This is a residential-zone exclusion.

City Watch tracks changes from public sources — council agendas, state bills, local news — not a complete legal compendium.

A city permit is not the whole picture — HOA, condominium, deed, or lease rules may be stricter.

City Watch provides good-faith summaries of publicly available information as of the review date shown. Rules, enforcement, and permit availability can change, and summaries may contain errors or omissions. Ratings describe the general regulatory environment; they do not establish whether a particular property or stay is permitted. This is general information, not legal advice. Before buying, listing, or hosting, verify applicable requirements with the responsible authorities and review any HOA, condominium, deed, or lease restrictions.
